I always just ask permission, some say no, most say yes.

Usually the ones that say no don't know what's on their claim and for some reason think there's a fortune there and that by doing some panning, a person will run off with all kinds of gold.

The claim owners that have been at it a while realize that someone with a pan isn't going to hurt them, plus they may need the benefit of you putting in some hours on their claim as was mentioned above, or they like someone on their claim to let them know that no one is illegally mining on their claim in their absence: in mining, information is a good thing, especially if the claim holder lives a ways away.
