Hi Ernie...

Welcome aboard.  In reply to your questions, I can satisfy the first but will have to leave the second up to others from the general area, or who have panned up there.

If only doing recreational panning, you do not then need a FMC, but it would be your responsibility to firstly establish if the desired area is staked, and if so, avoid working on another's claim.  There are a few that don't but that only brings them problems they'd likely not wish to deal with.  Another removing placer (or in that fact mineral) material from a staked claim, would then fall under the criminal offence of theft.  Many claim holders, if only doing it recreationally for a few hours on a single occasion, don't mind, provided the individual pays the courtesy of asking first.

Hope this helps you.

And our Miner's Mall should be back up soon.

Best regards,
Somebody said that it couldn't be done
But he with a chuckle replied
That maybe it couldn't but he wouldn't be one
Who'd say so until he had tried.
